Karnataka Becomes First State to Introduce Menstrual Leave Policy for All Formal-Sector Women
On November 20, 2025, the State Government of Karnataka, through a government order, issued the Menstrual Leave Policy, 2025, thereby, becoming the first Indian state to formally introduce paid menstrual leave for women working in both government and private establishments. Previously these leave benefits were only available to government employees in states such as Bihar and Odisha.
- Objective and Application
It extends to all formal-sector enterprises such as factories, shops, commercial enterprises, plantations, beedi and cigar enterprises, and motor transport enterprises, whether they are governed by the erstwhile labour legislation or the new Labour Codes. It includes women in the age group of 18 to 52 years, full-time workers, contract workers and employees in information technology, services, manufacturing and other formal sectors. However, it does not apply to informal-sector workers like domestic workers, gig workers and daily-wage labourers.
- Key Features of the Policy:

- One Day of Paid Leave per Month: Eligible women can take one paid menstrual leave every month, adding up to 12 days a year. The leave cannot be carried forward.

- No Medical Proof Required: The Policy states that employers cannot demand a medical certificate, ensuring privacy and dignity for women seeking leave.

- Uniform Application Across Various Job Types: This benefit is made applicable to all women irrespective of their job role, rank, or the nature of engagement.
Conclusion
This initiative is being seen as one of the most progressive workplace policies in India, thereby, setting a precedent for other States to follow.
